I have a list of users which I want to assign to a group. I see in the web app that there is a button to “Add from CSV”, but clicking the button doesn’t do anything. I never used it before so I don’t know if it is currently not working on my end or if it is still a WIP feature.

so that button is indeed deprecated and was mistakenly left there. The best way to add users to a group is to click the + button at the top right of that panel and select from list.
It gives you an easy to navigate and searchable list of all your existing users! more reliable than a csv 
Did you want to use the csv import for a specific reason?
update : removed add from csv deprecated functionality .
If you’re thinking of using csv please let us know we can reconsider!
Thanks Mostafa for clarification. The reason why I wanted to test this functionality was that now that there is the ability to create Hubs from my side, I was checking how to perform re-assignment of users to different Hubs via managing them on the group level. So I have an excel which I planned to use for assigning users to different hubs and connect additional information about them. Then I was planning to use the excel to generate a csv and automatically group the users.
But the fact that this is not possible is no big deal because the amount of users I have is not that many anyway. Having the option to assign them like you described by selection in the list will be enough for now.
